Introduction
Policy instruments and measures are used to steer territories and organisations towards a certain goal or objective. To facilitate identification and design of the optimal political intervention to utilise the potential opportunities or encourage climate mitigation and adaptation, it is essential to know which policies and measures are in use already, as well as their main objectives.
Aim
This exercise aims to create a list of the most relevant policies, policy instruments and measures for the sector you would like to focus on. It will contain the specific climate policies at national, regional and local level. The developed framework will identify what is already done, what still needs to be done, which measures could possibly support your work, where the limits of your level of action are and whom to contact to facilitate going beyond those limits.
Input data
Websites, as well as official gazettes or registers from authorities or administrative bodies on national, regional and local level often give an overview about policy instruments. Laws, acts, directives as well as other documents of strategic relevance like land-use plans or specific guidelines and plans for energy, transport, housing and agriculture – not only legally binding policy instruments – should be considered.
Output
2 tables: one which contains the name of the main policy instruments and plans, their objective and scope as well as responsible institutions, and the other which lists policies and measures dealing with climate change mitigation and adaptation. Both tables can be downloaded from the Related files on the right.

- Prepare a flipchart sized paper containing a list of suggested authorities and administrative bodies. It would be useful if the Process Leader discusses this list and possibly invites politicians or people knowing some responsibilities or competences personally.
- Prepare a list with Internet addresses and postal addresses to facilitate the contacting of decision makers and stakeholders.
- The Process Leader presents the aim and output of the exercise.
- The Process Leader presents the 4 cases (transport, energy, housing and agriculture) on a flipchart.
- The Process Leader presents the different planning levels.
- The group selects a case and searches for existing policy instruments on the different levels related to the case (Table 1).
- Then discuss the found policy instruments and measures and categorize them (Table 2).
